Photoshop has a wide array of  pre-made filters at your disposal, but this doesn’t mean you should use them as your be all end all. Finding middle ground is key. Most of the experienced digital artists use them in subtle ways, so they’re not as noticeable to the naked eye. Not saying they’re all bad, I use the blur effect quite a bit, but I never over do it. Remember, most effects the filters offer, you can recreate manually
